Section 33
The Government of Nepal can order
: (1) The Government of Nepal may order any person, institution or officer to do any or all of the following as required in the disaster-prone areas declared in accordance with Section 32:-
(a) to close for some period the government or non-government offices, educational institutions or other institutions as required in such area,
(b) Not to allow any action which may adversely affect the rescue operation in such area,
(c) Employing employees of government or non-government offices, educational institutions or other institutions,
(d) If it is necessary to use the movable and immovable property of a non-governmental office, educational institution, other organization or person for the purpose of disaster relief work, record it and receive it temporarily for the specified period,
(e) Using and deploying government resources and means,
(f) Taking control and using the vehicles of non-governmental offices, educational institutions, other institutions or individuals within the respective district for a certain period of time,
(g) Non-governmental offices, educational institutions, other institutions or individuals within the concerned district shall keep records of food, clothing, medicine, construction materials and other items and distribute them to the people affected by the disaster,
(h) To take necessary measures to protect the land, houses, factories, temples and religious places and other similar important objects or places from destruction in such area,
(i) Forming support teams and sending them to disaster-prone areas,
(j) Restrictions on traffic and movement of people in the disaster-affected areas (k) To provide for other necessary protective measures to protect the livelihood of the general public,
(l) Doing other work deemed necessary for disaster management.
(2) It shall be the duty of the concerned person, organization or officer to comply with the order as per sub-section (1).
(a) to close for some period the government or non-government offices, educational institutions or other institutions as required in such area,
(b) Not to allow any action which may adversely affect the rescue operation in such area,
(c) Employing employees of government or non-government offices, educational institutions or other institutions,
(d) If it is necessary to use the movable and immovable property of a non-governmental office, educational institution, other organization or person for the purpose of disaster relief work, record it and receive it temporarily for the specified period,
(e) Using and deploying government resources and means,
(f) Taking control and using the vehicles of non-governmental offices, educational institutions, other institutions or individuals within the respective district for a certain period of time,
(g) Non-governmental offices, educational institutions, other institutions or individuals within the concerned district shall keep records of food, clothing, medicine, construction materials and other items and distribute them to the people affected by the disaster,

(2) It shall be the duty of the concerned person, organization or officer to comply with the order as per sub-section (1).
